Most aquarium ornaments are not painted in any way. Its a resin casting using aquarium safe concoctions. Its a liquid poured into a mold & dyed to provide the detail colors. alumilite.com/ starshipmodeler.com/ projects/ jw_resin.htm

I would not suggest it. Just take the time to find ornaments in colors you like. Any type of panint could be toxic for yoru fish, especially if you accidentally do not apply it correctly. ( i am nto sure if they even make this for consumer use) They make them in neon colors, there is no reason to want to paint your own, not when you could be endangering your fish in the process.
